Environmental Corporation of America’s (ECA) client, AT&T Mobility, LLC is proposing to construct a telecommunications facility as described in the following FCC Form 620, New Tower (NT) Submission Packet. ECA understands that AT&T Mobility, LLC plans to construct a 40-foot tall small pole telecommunications support structure within a 10-foot by 10-foot (3m by 3m) project area.
Due to the nature of the project and the surrounding setting, visibility of the proposed pole extension would be minimal. Therefore, we have determined that the Area of Potential Effects (APE) for visual effects should be redefined as being limited to the areas immediately surrounding the pole site, which would be approximately 500 (152 meters) from the site in all directions. Therefore, the proposed alternative visual APE would be 500 feet (152 meters). Due to COVID-19 ECA was unable to conduct research at HPD for this project. However, ECA did review GNAHRGIS and HPD research from previously conducted projects in the Atlanta area. As a result, we identified no Historic Properties within the 500-foot APE for visual effects eligible for listing on the NRHP.
ECA has identified and evaluated Historic Properties, if any, within the Area of Potential Effect (APE) for visual and direct effects as directed in Section VI.D.1 and 2 of the Nationwide Programmatic Agreement, effective on March 7, 2005. We have found no Historic Properties listed in the National Register of Historic Places (NRHP) within either APE.
Based on our review of the files at the Georgia Historic Preservation Office (GA HPD), we identified no Historic Properties within the alternative 500-foot APE for visual effects eligible for listing on the NRHP.
An Archaeological Assessment was conducted within the APE for direct effects. During our database research, we found 1 previously identified archaeological site (9DA47) and 22 archaeological surveys (907, 1326, 2642, 3208, 3584, 3642, 3839, 3929, 5415, 5793, 5960, 7830, 7858, 7970, 9331, 9660, 9669, 9924, 9988, 11056, 12034, 13325) within our standard 1-mile background research radius, but outside the APE for direct effects. Based on our findings, we recommend no further consultation under Section 106 Review of the National Historic Preservation Act for this proposed undertaking.
Based on this documentation, prepared in accordance with the Nationwide Programmatic Agreement effective March 7, 2005, ECA believes that this proposed facility would have no effect on any Historic Properties identified in accordance with the NPA. Therefore, we recommend a finding of "No Effect" for the proposed undertaking.
