Abstract

Cardno, Inc. (Cardno) has completed archaeological and historic resources survey of part of the proposed Dalton Expansion Project, in Georgia. This letter details Cardno's findings and management recommendations specifically for one proposed Access Road, designated here as the Fleming Road access road. This proposed access road is a temporary-use installation that will facilitate pipeline construction. The access road will follow an existing road (Fleming Road) that has been previously graded and graveled. Given the very high quality of the existing Fleming Road, the only proposed improvements to this road will be the laying of additional gravel to stabilize the existing roadbed. No trimming, clearing, or grubbing of vegetation is proposed and there will be no ground disturbance involved in the road's establishment or temporary use. The entirety of the proposed APE for the Fleming Road access road was subjected to Phase I archaeological survey by Cardno field archaeologists. Investigation of this proposed access road revealed relatively uniform and shallow soil over clay subsoil. The APE for the Fleming Road access road is an existing unpaved road that has experience subsurface disturbance associated with the initial construction of Fleming Road. No archaeological resources were discovered in either surface or subsurface contexts. Accordingly, the construction of the proposed Fleming Road access road will not directly or indirectly impact any archaeological resources. In order to prevent unauthorized use of or access to 9MU211/Casey Spring Cemetery, Cardno recommends the installation of barrier fencing along the north edge of the Fleming Road access road, between the access road ROW and 9MU211, for a total distance of approximately 145 m. (Figure 26). Five historic resources were identified within the historic APE, which included the parcel on which the proposed Fleming Road access road is located itself, as well as any historic resources visible from the proposed road.
