Abstract

Cardno, Inc. (Cardno) has completed archaeological and historic resources survey of part of the proposed Dalton Expansion Project, in Georgia. This letter details Cardno's findings and management recommendations specifically for two yards, provisionally designated as the Newnan pipe yard and Temple Avenue contractor yard, temporary facilities proposed as a part of construction (Figure 1 and Figure 2). These will be temporary-use facilities that will serve as equipment and material storage areas during construction. Possible modifications to these yards include the installation of perimeter fencing, temporary lighting, and the laying of a bed of gravel to existing ground surfaces. The yards will be returned to their original state following construction. The entirety of the proposed APE for the Newnan pipe yard and the Temple Avenue contractor yard was subjected to Phase I archaeological survey by Cardno field archaeologists. Investigation of these tracts revealed very thin soils with some evidence for erosion and possible deflation, but no areas of exposed clay subsoil were observed. In addition, most of both of the project areas were paved. Cardno's survey of the proposed Newnan pipe yard location did not reveal any evidence of cultural remains in either surface or subsurface contexts. Additionally, no nearby archaeological sites recommended eligible for the NRHP will be directly or indirectly impacted by the construction of the Newnan pipe yard. Due to the complete absence of archaeological remains in the proposed pipe yards and lack of direct or indirect impacts to nearby archaeological resources, Cardno recommends archaeological clearance for the use of the proposed Newnan pipe yard. One archaeological site, 9CW449, was recorded within the APE of the Temple Avenue contractor yard. This site is a low-density prehistoric lithic scatter generally attributable to the prehistoric period. The site was delineated within the Right of Way (ROW) but not outside of it; therefore, the boundary to the northwest is unknown. Initial investigation and shovel testing within the site area indicated a rather disturbed, deflated site, portions of which contained little to no intact surface or subsurface layer. Given the evidence of disturbance, the very low density of material and diagnostics, and the lack of features, it appears that the tested portion of the site lacks research potential, while the overall eligibility is unknown. No further work is recommended at the site. Additionally, there were no additional archaeological sites located within a kilometer of the Temple Avenue contractor yard. Due to the lack of data potential at site 9CW449 and lack of direct or indirect impacts to nearby archaeological resources, Cardno recommends archaeological clearance for the use of the proposed Newnan pipe yard.
