Abstract

In June 2020, Environmental Services, Inc. (ESI) A Terracon Company, conducted a cultural resource assessment survey the Rockmart WT tower tract, located in Polk County, Georgia (Figure 1.1). Specifically, this tract is located on the north side of County Road 232 in Polk County, Georgia. It is located on the Rockmart South, (2017) USGS Quadrangle map. The specific address of this parcel is, 2470 US-278, Rockmart, GA. This survey was undertaken at the request of Wood Environmental and Infrastructure Solutions, Inc. to complying with FCC regulations; this tower has been assigned TCNS #210965. The tract is the proposed location for a monopole tower (200 feet), proposed 35W LP Gas Generator Set, and proposed aboveground 500-gallon LP Fuel tank; located on an existing water tank facility owned by the City of Rockmart.

The goals of the investigation were to locate all cultural resources within the study area and to evaluate their significance regarding the eligibility criteria of the National Register of Historic Places. In addition, all previously recorded cultural resources located outside the propose tower location but within the area of potential effect were also considered for visual effect. The term "cultural resources" as used herein is meant to refer to sites or objects that are archaeological, architectural, and/or historic in nature. "Significant" cultural resources are those meeting the criteria of eligibility for listing in the National Register of Historic Places, as defined in 36 CFR 60.4 and in consultation with the Georgia State Historic Preservation Officer (SHPO). The investigation included background research that focused on the history of the vicinity, as well as a review of cultural resources in the area. In addition, a pedestrian inspection coupled with three shovel tests (n=3) was also conducted. As a result of the survey, no archaeological sites, isolated finds or historic structural remains were encountered. A review of historic properties located outside the lease parcel but within the area of potential effect (APE) revealed none would be adversely affected by the proposed tower construction.
