Abstract

The proposed State Route (SR) 316 intersection improvement project, Pl Nos. 0010352 and 0013910, in Barrow County is located approximately 12.07 kilometers (km) (7.5 miles [mi]) southeast of downtown Winder, Georgia and consists of improvements to the intersections of SR 316 at McCarty Road, SR 316 at Bethlehem Road, SR 316 at Barber Creek Road, and SR 316 at Craft Road. The four intersections are located within an approximately 3.26 km (2.3 mi) long section of SR 316. The existing right-of-way (ROW) of SR 316 is approximately 91.4 meters (m) (300 feet [ft]) wide. The acquisition of additional ROW for the implementation of the proposed project is anticipated; however, the amounts are not yet known.

The subject undeveloped parcels XX132 028 (referred to as Parcell) and XX 132 029 (referred to as Parcel 2), with their address listed as O Barber Creek Road/Tract 4 Barber Creek Road, are located in Statham, Georgia and are owned by Thomas Robert, Jr. et al. c/o Sharon Hester and Thomas Robert, Jr. et al. c/o Marvin Newton, respectively. The proposed action is the advanced protective buy acquisition of Parcel 1 and Parcel 2, located on the southeast corner of SR 316 and Barber Creek Road. The acquisition area has been identified for future ROW for the proposed SR 316 intersection improvement project Pl No. 0013910, in Barrow County. The proposed action would consist of purchasing the land to protect it from imminent development and increased costs on the preferred location in accordance with 23 CFR 710.503(b). The SR 316 intersection improvement project, PI Nos. 0010352 and 0013910, Barrow County, has a separate National Environmental Policy Act (NEPA) process and environmental documentation is underway.
