Abstract

The Cass-White Road Phase II Improvements project proposes to widen Cass-White Road from Busch Drive to approximately 76.2-meters (m) (250-feet [ft]) east of Great Valley Parkway/Highland 75 Industrial Park for a distance of approximately 3.1-kilometers (km) (1.9-miles [mi]). Cass-White Road is a two-lane, rural minor arterial with a posted speed limit of 35 miles per hour (mph) from the project begin to Old Cassville-White Road, and 45 mph from Old Cassville-White Road to the project end east of Great Valley Parkway/Highland 75 Industrial Park. The proposed typical section of Cass-White Road would consist of two 3.7 m (12 ft) wide travel lanes and one 1.2 m (4 ft) wide bike lane in each direction separated by a 7.3 m (24 ft) wide raised median. The outside shoulders would be 4.9 m (16 ft) wide urban shoulders, including a 76.2-centimeter (cm) (30-inch [in]) wide concrete curb and gutter and 1.5 m (5 ft) wide sidewalk separated by a 1.8 m (6 ft) wide grass strip. The existing right-of-way (ROW) varies from 24.4 to 53.3 m (80 to 175 ft). The proposed total ROW width would be approximately 656.2 m (200 ft). Improvements would be implemented at selected intersections along the project corridor to eliminate left-turn movements and reduce the number of possible collision points.

In 2020, Edwards-Pitman (EP) initially surveyed this project utilizing an Environmental Survey Boundary (ESB) that was provided to EP by the client (Carey 2020). The plans were further developed after the original survey and the current Area of Potential Effect (APE) was determined to extend beyond beyond the limits of the previously surveyed ESB (Carey 2020).

The 2021 plans include the following modifications to the project since the 2020 survey:

Cassville White Road NW – The begin project/construction has been moved 75 m (245 ft) to the west from previous plans.

Old Grassdale Road – The width of construction for tie-ins has expanded approximately 10 m (33 ft) from the previous plans.

Additional required ROW and easements were established in multiple places along the length of the whole project.
