Abstract

Southern Research, Historic Preservation Consultants, Inc. conducted a Records Review for cultural resources for the proposed Reserve at Miller DCA site in Statesboro, Bulloch County, Georgia. The physical Area of Potential Effect (APE) consists of approximately 15.7 acres located between Miller Street Extension to the north and Williams Road to the south (Figures 1 and 2). Proposed development plans include removal of an existing residential building and construction of eight 3-story garden style apartment buildings with an access road and parking along the western boundary and extending into the southern portion.

The study is part of a due diligence effort to identify the potential for issues with significant cultural resources (historic buildings and archaeological sites) within or near the proposed Reserve at Miller DCA Site. The Department of Community Affairs Environmental Manual requires that applicants for their programs provide documentation regarding the effect the proposed project may have on significant historic resources and archaeological sites. The records review was conducted early in the planning stage when detailed development plans are not always available, and it is unclear if the proposed development will have any requirement for federal permitting. This study does not meet the requirements for a Phase One Intensive Cultural Resources Survey. It does provide developers, planners, and agency reviewers with an initial look at what is known about the cultural resources on a tract proposed for development.
