Abstract

The City of Social Circle, located in the southern part of the Walton County, Georgia, has a population of approximately 2630 persons. The City has existing facilities consisting of a collection system with 93,240 of sewer, five (5) sewage pumping stations, two (2) oxidation ponds and two (2) mechanical treatment plants. The treatment facilities cannot presently obtain the levels of treatment required by their respective receiving streams. The City of Social Circle has a responsibility to make the improvements necessary to satisfy water quality standards.

Several alternatives were considered with an extensive evaluation of the two (2) most acceptable alternatives. These consisted of (1) utilizing the existing mechanical plants to treat all wastes prior to discharge and, (2) utilizing the existing  mechanical plants to treat all of the wastes prior to land application.
