Archaeological Resources Management Plan for the Kings Bay Archaeological Multiple Resource Area

On August 28. 1981. the Department of the Navy entered into a Memorandum of Agreement with the Georgia State Historic Preservation Officer and the Advisory Council on Historic Preservation. This action occurred as the result of Navy efforts to comply with Section 106 of the National Historic Preservation Act (as amended). Executive Order 11593, and the Regulations for Protection of Historic and Cultural Properties (36CFR800) while planning for the development of the Naval Submarine Base, Kings Bay. The Memorandum stipulated that the Navy carry out a program of archaeological data recovery at selected properties determined to be eligible for listing on the National Register of Historic Places. It also called for the Georgia State Historic Preservation Officer, Camden County and the Navy to work actively to protect and preserve the ruins and archaeological area associated with the John Houstoun Mcintosh Sugarhouse. Lastly the Memorandum stipulated that the Navy develop an Archaeological Resource Management Plan for all properties included in the Kings Bay Archaeological Multiple Resource Area, the area determined eligible for inclusion in the National Register of Historic Places. This document presents the management plan required by the Memorandum of Agreement.

The Kings Bay Archaeological Resources Management Plan goals are consistent with the goals of the National Historic Preservation Act of 1966 (as amended). The first goal is to identify all archaeological properties located on the Kings Bay Naval Submarine Base. The second goal is to insure that project planning for all proposed development on the Base considers the importance of the archaeological properties from the earliest stage of that planning. The third goal is to preserve, protect, and interpret those archaeological properties. The fourth. and final goal of the Archaeological Resources Management Plan is to insure that conflicts be resolved between development, land management needs, and archaeological properties. within the context of the Advisory Council Regulations for the Protection of Historic and Cultural Properties (36CFR800).

These goals are designed to be applied when action required by Base development, natural resources management, cultural resources management, recreation planning and development, and education programs are considered that have not been covered by existing Memoranda of Agreement with the Georgia State Historic Preservation Officer and the Advisory Council. Actions involved in new Base development and operations must be reviewed and conform to the Kings Bay Archaeological Resources Management Plan and further consultation under the Regulations for the Protection of Historic and Cultural Properties (36CFR800).

Specific objectives have been designed to meet the goals of the Kings Bay Archaeological Resources Management Plan. They are described in relationship to the Base Master Plan, Multiple Use Natural Resources Management Plan, Outdoor Recreation Plan, and other applications as necessary.
