Abstract

This document details the Historic Preservation Management Plan (HPMP) for the Lake Sidney Lanier Project. It was prepared under provisions of ER 1130-2-438, Project Construction and Operation, Historic Preservation Program. As a result of ongoing consultation with the Georgia State Historic Preservation Officer (SHPO), it has been determined that all project lands with a high potential for historic properties have been surveyed, with the exception of some isolated tracts of fee owned lands at the north end of the project on the Chattahoochee and Chestatee Rivers. Historic resource surveys conducted before and after the construction of the Lake Sidney Lanier Project have identified over 600 historic resource sites on fee owned Government property. Data recovery was conducted at several prehistoric archeological sites prior to impoundment. Since passage of the National Historic Preservation Act in 1966, data recovery has been conducted at two prehistoric sites, 9HL20 and 9LU7, that were determined eligible for the National Register of Historic Places. The National Register eligibility of 5 historic properties remains to be determined. These sites are 9HL54, 9HL176, 9HL230, 9HL429, and the Little Hall Cemetery. Project responsibilities defined in this document include increased patrols for vandalism and coordination with the District office when sites are within a 300 foot (92 meter) perimeter of a work area. Remaining investigations to be made by Mobile District archeologists are the Phase I surveys of project lands on the Chattahoochee and Chestatee Rivers, completion of Phase II surveys of the 5 historic resource sites, including archeological testing and/or archival documentation, stabilization of some, and periodic monitoring of all sites for future impacts. An inventory of historic cemeteries at the project will be conducted and those determined to be located on fee owned lands will be included in the monitoring program.
