Abstract

In compliance with Section 106 of the National Historic Preservation Act of 1966 and amendments thereto, GDOT Project NH-043-1(52), Richmond County, was surveyed with respect to archaeological resources, especially those on or eligible for inclusion in the National Register of Historic Places. The Department of Transportation proposes to reconstruct the Tobacco Road interchange over US 1/SR 4 at Fort Gordon Gate 5 in Richmond County. The proposed additional required right-of-way for the project would be approximately 3.46 hectares (8.54 acres) and would involve portions of the Fort Gordon Military Installation. An archaeological survey of the northwest quadrant of the Tobacco Road and US 1/SR 4 intersection affecting 0.45 hectare (1.12 acre) of the Fort Gordon Military Installation was required under the provisions of the Archaeological Resources Protection Act of 1979. A permit to conduct the survey was acquired on March 14, 1997 (ARPA Permit No. DACA21-4-97-1425); the archaeological survey was conducted on March 19, 1997. The southwest quadrant of the Tobacco Road and US 1/SR 4 intersection affecting the Fort Gordon Military Installation was not subjected to archaeological survey based on previous archaeological clearance by Southeastern Archaeological Services (FY Timber Harvest 1993). In addition, 2.9 hectares (7.2 acres) of privately held property was surveyed as part of the proposed project. The archaeological survey consisted of an intensive pedestrian survey and systematic shovel testing. The goals of the survey were to locate, document, and assess the National Register eligibility of archaeological properties located within the proposed project's area of potential environmental effect. No archaeological resources were identified within the proposed project corridor. Therefore, it is concluded that implementation of GDOT Project NH-043-1(52), Richmond County, will not affect archaeological resources on or eligible for inclusion in the National Register.
