Phase I Cultural Resources Survey and Archaeological Inventory of the Proposed 6km Southern Natural Gas Company 16 in O.D. Upson County and West Georgia Generating Meter Station Project Corridor, Upson County, Georgia

Abstract

This document presents the results of Phase I cultural resources survey and archeological inventory of the proposed 6km (3.7 mi) Southern Natural Gas Company in Upson County and West Georgia Generating Meter Station project corridor in Upson County, Georgia. R. Christopher Goodwin & Associates, Inc., completed this survey in June and July on behalf of Southern Natural Gas Company. Fieldwork included pedestrian survey and systematic shovel testing throughout the length and width of the proposed project corridor. The proposed project corridor will measure 45.7 m (150 ft) in width by 5.95 km (3.7 mi) in length. Construction plans also call for the use of two contractor warehouses and the construction of two meter stations. One of the contractor warehouses and one of the meter stations will be located at the western end of the proposed pipeline route. The remaining contractor warehouse and meter station will be constructed at the eastern end of the project corridor i.e., near Windsweep Road and the junction of an existing pipeline. This investigation resulted in the identification of 12 cultural resources loci. These 12 loci consisted of three isolated finds (Locus WHl-O1, Locus U4-O1, and Locus U5-O1), six non-site cultural resources loci (Locus U1-O1, Locus U1-02, Locus U4-02, Locus U6-01, Locus U9O 1, and Locus U 10-O 1), and three archeological sites (9UP68 - 9UP70). None of the isolated finds, cultural resources loci, or identified archeological sites possess the qualities of significance as defined by the National Register of Historic Places (36 CFR 60.4 [a-d]). No additional testing of the isolated finds, cultural resources loci, or archeological sites is recommended. In addition, no historic period standing structures were identified within the Area of Potential Effect. In addition, three small areas, including the meter station near the eastern end of the proposed project corridor, the initial 150 m (492 ft) of Survey Segment 7 near the Faith Church, and a proposed reroute in the western section of the proposed project corridor remain to be surveyed. These three areas were not surveyed during this investigation because landowner access was not acquired. Once landowner access is acquired, these areas will be surveyed using the field methods described in Chapter VI. Finally, the National Register of Historic Places criteria for evaluation (36 CFR 60.4 [a-d]) will be applied to all newly identified cultural resources in these areas. An addendum to this report will be prepared that documents fully these sites and their National Register of Historic Places eligibility.
