Phase I Cultural Resources Survey of the Webb Ginn Corners Tract, Gwinnett County, Georgia

Abstract

R.S. Webb and Associates (RSWA) conducted a Phase I cultural resources survey of the proposed 57-acre [23.1 hectare (ha)] Webb Ginn Corners residential development in Gwinnett County, Georgia. The study was conducted for Wetland Ecological Consultants, L.L.C. in order to locate and identify cultural resources within the project area, and to assess resource significance based on National Register of Historic Places (NRHP) criteria [36CFR Part 60.4 (a-d)]. This project was conducted to comply with the provisions of U.S. Army Corps of Engineers (USACE) permitting under Section 404 of the Clean Water Act of the Department of the Army. In accordance with the permitting process, the proposed project was conducted in compliance with Section 106 of the National Historic Preservation Act (NHPA) of 1966, as amended. The Phase I survey included a literature review and intensive field survey. During the literature review, state and county records, maps and documents were examined to determine if previously recorded cultural resources are located in or around the project area. The field survey was conducted using surface and subsurface techniques to locate and identify archeological resources within the study area. The Area of Potential Effects (APE) is defined as the 100 meters surrounding the project boundary based on the proposed residential development, and existing vegetation, topography, and modern intrusions. Literature Review: Review of the Georgia State Site files, NRHP files, historic structure and compliance report files at the Georgia Historic Preservation Division revealed that there are no previously recorded cultural resources within the project area or APE. Cultural Resources Field Survey: No archeological resources were identified. The project area has been severely modified through cultivation, grading for house construction and landscaping, and erosion. Two historic structures, the Rogers House (circa 1940) and the Couch House (1935), were recorded within the project area. The houses have been remodeled within the last 40 years and do not represent unique or good examples of a particular architectural type or style. In addition, the historic setting of the properties has been compromised by the conversion of farmland to modern subdivisions and lawns. No other historic properties were observed in the project area or in the APE. National Register of Historic Places Recommendations: The Rogers House and the Couch House recommended ineligible for the NRHP. Recommended Treatments: No additional cultural resources work is recommended for the project area. Cultural resources clearance is recommended for the Webb Ginn Corners Tract.
