Abstract

Project Changes Since the Approved Environmental Document: Since the approval of the most recent Environmental Reevaluation dated October 3, 2007, the project has been revised to include design refinements. As a result of coordination with Norfolk Southern Railroad, the following design changes were made: A rip rap stilling basin was designed to reduce storm water velocities at the exit of the bottomless culvert at Stream 11, and an overflow weir at the basin would allow higher flows to bypass the existing railroad culvert at this location and flow northward via parallel 48-inch-pipes. Three new culverts (Q line systems), two 48-inch, and one 36-inch solid steel pipes were added to accommodate 100-year flows under the railroad. An existing 36-inch culvert under the tracks will be extended and will also be available for additional storm water capacity. These changes were made to address Norfolk Southern Railroad concerns and affect only the amount of easement required from the railroad right-of-way. The previous total area of easement required from the railroad right-of-way was 2.04 acres. The design revisions described about will require an additional 0.26 ac. of easement from the railroad right-of-way. The current total of easement from the railroad right-of-way is now 2.30 acres.
