Abstract

This letter report presents the results of additional Phase I cultural resources investigations completed as part of the proposed Elba Express Pipeline Project; this undertaking currently is under review by the Federal Energy Regulatory Commission (FERC). This document expands upon the results of archeological investigations performed in 2006 (Eberwine et al. 2006). The additional project items reported herein include five proposed pipeline variances and seven access roads located in Jefferson, Warren, McDuffie, Elbert, and Hart counties, Georgia (Figures 1 and 2; Tables 1 and 2). These investigations were performed during the summer of 2008 by R. Christopher Goodwin & Associates, Inc., on behalf of Elba Express Company, LLC. As a result of these additional Phase I cultural resources investigations, four cultural resources were identified. These cultural resources included a single non-site cultural resources locus, two newly recorded archeological sites, and a single previously recorded archeological site (Figure 2: Sheets 1 through 11; see Tables 1 and 2). A summary of the field methods utilized to complete this investigation, as well as a description of each survey item, is presented below.
