Abstract

On behalf of Verizon Wireless, Terracon has conducted a Phase I Archaeological Survey of the proposed site for the construction of a 76 m self-support telecommunications tower at the above referenced location. The site is located off of State Highway 37 in Newton, Baker County, Georgia (Figure 1). The proposed tower center would located at approximately 319 20' 27" latitude and 84° 25' 48" longitude with a ground elevation of 51 m amsl. Federal Communications Commission (FCC) regulations require that Verizon Wireless consider the effects of the proposed undertaking on archaeological resources. According to the Nationwide Programmatic Agreement of March 7, 2005, the Area of Potential Effect for direct effects (APE) "is limited to the area of potential ground disturbance and any property, or any portion thereof, that will be physically altered or destroyed by the Undertaking." The APE for direct effects for this proposed undertaking is equal to the area of the proposed tower site and access road, which is approximately 0.23 acre (10,020 square feet). Christopher P. Koch, Ph.D., R.P.A., is the Principal Investigator. Ms. Erin Andrews conducted the fieldwork on September 15, September 20 and 21, 2005 (resumes attached). The purpose of this Phase I Archaeological Survey was to determine the presence of any known or previously undetected archaeological resources that will be affected by the proposed undertaking.
