Abstract

The proposed project would consist of resurfacing, leveling, patching, milling, and where necessary, shoulder building on SR 87 in Bibb County, Georgia. The proposed project on SR 87 would begin at the Bibb/Twiggs County line then continue northerly/northwesterly to an end point at the asphalt joint approximately 50 feet south of Northside Drive (MP 0.00 to MP 14.62). All proposed construction would be restricted to within the SR 87 existing right-of-way, primarily within the existing roadbed; no required right-of-way or easements are needed for project implementation. An archaeological survey (Level I) was conducted in accordance with "GDOT/FHWA Cultural Resource Survey Guidelines" developed by the GDOT Staff Archaeologists in consultation with DNR Historic Preservation Section Staff and concurred in by the Federal Highway Administration and State Historic Preservation Officer. These guidelines provide general survey boundaries and methodological approaches to archaeological surveys based on the type/scope of proposed highway projects and are followed during the initial identification of archaeological resources. By agreement, because no archaeological resources were located within the project's area of potential effect, no signed concurrence from the State Historic Preservation Office is required. The Ocmulgee Old Fields Traditional Cultural Property, Fort Hawkins (9BI21), and Ocmulgee National Monument are located adjacent to the project corridor. The APE in the area of these resources will be restricted to the existing SR 87 roadbed to ensure that these historic properties are not affected. A special provision restricting all work to within the existing roadbed adjacent to the resources will be included in the construction contract for the proposed project. It is concluded, therefore, that the project will have no effect upon archaeological resources on or eligible for inclusion in the NRHP provided that the project conforms to that described above.
