Based upon the above analysis, the mitigation measures proposed in SCG's application and supplements filed on March 11, 2002, April 22, 2002, May 2, 2002, and June 7, 2002, and with the implementation of our recommendations below, the Division of Environmental and Engineering Review, Gas Branch 1 has determined that approval of this proposal would not constitute a major Federal action significantly affecting the quality of the human environment. We recommend that the Commission's Order contain a finding of no significant impact. Responses to conditions 3, 5, and 7 will assist us when we conduct compliance monitoring activities.
