Abstract

The emergency repair/action consisted of contractors for the Cobb County DOT installing Gabion Baskets and rebuilding the bridge abutments. Gabion Baskets consist of medium sized stones stacked and bundled in metal fencing. The baskets were lowered from the top of the bridge down to the bank where contractors placed the baskets against and around the bridge piles. The baskets were then filled with stone. The action was completed on October 29, 2009. Because the action/construction was a result of an emergency response, no environmental document was completed prior to the action. Therefore, Cobb County is in the process of preparing a Programmatic Categorical Exclusion (PCE) for the action of repairing the bridge abutments at Windy Hill Road and Rottenwood Creek. This is an approved action under the PCE agreement 23 CRF 771 (c) listed actions: g. emergency repairs under 23 U.S.C. 125 (related to natural disasters or catastrophic failure).
