The proposed project is part of the Georgia Safe Routes to School Program, which was established to fund infrastructure projects that enable and encourage children, including those with disabilities, to walk and bicycle to school safely. These projects are designed not only to improve pedestrian and bicycle safety and access in and near school zones, but also to encourage children to adopt healthy and active lifestyle activities from an early age. The infrastructure improvements included in this proposed project would be undertaken within existing right-of-way (ROW) and would be implemented at the following locations: East Rock Springs Road Install two radar signs (one in each direction) Relocate and reconstruct retaining wall in front of Morningside Elementary School to construct 8-foot wide sidewalk in bus drop-off area Install 4-foot wrought-iron fence on top of retaining wall Install flexible uprights along curb adjacent to main pedestrian entrance, stairway and ramp (approximately 75 feet) Intersection of East Rock Springs Road and East Sussex Road Install Hawk (High-intensity Activated crossWalk) traffic signal Repair broken sidewalk and sidewalk gap adjacent to Sunken Garden Park Intersection of North Highland Avenue and Rock Springs Road Realign crosswalk/intersection, reposition/elongate island with cut-through Install lead pedestrian indicator/push button Tighten turning radius using concrete at NE corner of E. Rock Springs Intersection of North Morningside Drive and North.Highland Avenue Install lead pedestrian indicator on all four sides of intersection Tighten turning radius on all four corners of intersection with bulbouts Intersection of Morningside Drive and Rock Springs Road Install signal Install signage Close slip lane; reconfigure intersection for 90-degree angle and connect 200 feet of sidewalk from the slip lane to the four-legged intersection Intersection of North Morningside Drive and Cumberland Road Install crosswalks and curb ramps Implement minor curb relocation Because of the nature and scope of the undertaking, the APE would consist of the existing ROW within which all construction and ground-disturbing activity would be confined.
