Archeological Reevaluation of Project STP-076-1(29), Lincoln County

The project proposes the construction of a westbound passing lane on SR 47 between Clarks Hill Lake and Lincolnton, Lincoln County (see attached location map). The project would begin approximately 0.84 mile south of the intersection of SR 47 and CR 260 and end just north of the intersection of SR 47 and SR 43 Connector (Petersburg Road). Existing typical section consists of two 12-ft travel lanes with 5-ft rural shoulders and 100-ft of existing right-of-way. The proposed typical section would provide for three 12-ft travel lanes with 8-ft rural shoulders. Required right-of-way would vary from 100-120-ft. A recent change to the project added all of Parcel 17R to the area of required right-of-way. The parcel measures approximately 325-ft by 275-ft. Total project length would be approximately 2.69 miles. An archeological survey (Level II) was conducted in accordance with "GDOT/FHWA Cultural Resource Survey Guidelines" developed by the GDOT Staff Archeologists in consultation with DNR Historic Preservation Division Staff and concurred in by the Federal Highway Administration and State Historic Preservation Officer. These guidelines provide general survey boundaries and methodological approaches to archeological surveys based on the type/scope of work of proposed highway projects and are followed during the initial identification of archaeological resources. By agreement, since no archaeological resources were located within the project's area of potential effect, no signed concurrence form the State Historic Preservation Officer is required. It is concluded, therefore, that the project will have no effect upon archaeological resources on or eligible for inclusion in the NRHP provided that the project conforms to that described above.
