Abstract

Moreland Altobelli Associates, Inc. (MAAI) conducted a Phase I Environmental Site Assessment (ESA) at the 1.03-acre Regions Bank site on the northeast corner of Satellite Boulevard and Tandy Key Lane in Duluth, Georgia. The site was part of a larger tract of land on the north side of Satellite Boulevard graded for retail/commercial development. The site location is shown in Figure 1. The Phase I ESA was performed in accordance with the American Society for Testing and Materials (ASTM) Standard Practice for Environmental Site Assessments: Phase I Environmental Site Assessment Process E 1527-97. The objective of the Phase I ESA was to identify "recognized environmental conditions" as defined by the ASTM document. The tasks outlined by the ASTM standard and performed during this assessment included records review, site reconnaissance, interviews, and completion of this report. Recognized environmental conditions are defined by ASTM as the presence or likely presence of any hazardous substances or petroleum products on a property under conditions that indicate an existing release, a past release, or a material threat of a release of hazardous substances or petroleum products into structures on the property or into the ground, groundwater, or surface water of the property. The purpose of the Phase I ESA was to adequately identify those environmental concerns represented by the tract that might be discerned by visual observation and information gathering procedures. No samples of environmental media (soil, water, building materials, air, etc.) were collected and analyzed during this evaluation. A reconnaissance of the site and surrounding areas was conducted January 28, 1999. MAAI reviewed regulatory listings, aerial photographs, and other data concerning the subject tract and surrounding properties. No environmental concerns were identified on or adjacent to the site during the site reconnaissance.
