Phase I Cultural Resources Survey Woodhull Tower Site Fowlstown, Decatur County, Georgia

Abstract

The purpose of this Phase I investigation undertaken in June 2004 was to determine the presence or absence of precontact and historic cultural resources within the area of the proposed Woodhull Tower site in Fowlstown, Decatur County, Georgia, and whether development of the tower at this site would effect any historic or prehistoric cultural resource or historic structure within the area of potential effect. This study will assist in establishing recommendations for further study or avoidance. The Phase I investigation was completed in compliance with known cultural resource guidelines and regulations of the state of Georgia Department of Natural Resources, Historic Preservation Division, and Federal Section 106. The proposed Woodhull Tower site will be located in Fowlstown, Decatur County, Georgia in the southern portion of an agricultural field off Wood Hull Road. The site can be accessed via an upraised road off Wood Hull Road. The total project parcel encompasses 2.47 acres that is currently fallow and overgrown with weeds and wild grasses. The actual proposed tower pad site is approximately 100 feet by 100 feet. No previously recorded archaeological sites are listed within a half-mile radius of the project area in the University of Georgia state archaeological database. No historic structures or remains were noted in proximity to the project area of potential effect (APE) during the fieldwork. A cultural resources reconnaissance survey of the entire project parcel was undertaken along with the excavation of twelve (12) shovel tests. None of the shovel tests excavated yielded a positive result for prehistoric or historic cultural resources. On the basis of the cultural resource fieldwork, site survey, and background research completed, it is our recommendation that the proposed development be permitted at this location.
