Abstract

Environmental Corporation of America's (ECA) client, E.M. Enterprises General Contractors, Inc. (on behalf of AT&T Mobility LLC), is proposing to lease a 100-foot by 100-foot (30-meter by 30-meter) area for the construction of a telecommunications facility as described in the following FCC Form 620, New Tower (NT) Submission Packet. The facility would consist of a fenced compound surrounding a 155-foot overall height flagpole telecommunications structure and associated ground-level support equipment. The facility would be accessible by a proposed approximate 260-foot long by 30-foot wide (79-meter by 9-meter) access/utility easement that would extend westerly off Highlands Boulevard along an existing dirt/gravel drive and then continues north toward the proposed lease area. ECA has identified and evaluated Historic Properties within the Area of Potential Effect (APE) for visual and direct effects as directed in Sections VI.D.1 and 2 of the Nationwide Programmatic Agreement, effective on March 7, 2005. We have found no properties listed in the National Register of Historic Places (NRHP) within either APE. In our review of the files at the Georgia Historic Preservation Office (GA HPD), we found no previously recorded historical properties with the ½-mile APE. The University of Georgia's Natural, Archaeological, and Historic Resources Geographical Information System (NAHRGIS) did not identify any historic resources within the ½-mile APE. An Archaeological Assessment was conducted within the APE for direct effects. During our database research, we found one previously recorded archaeological site (9CH872) and three previously recorded surveys (5656, 5679, 5681) located within the ¾-mile background research radius. Survey 5656 covered a majority of the ¾-mile background research radius, but did not discover any sites within the APE for direct effects. The remaining projects (5679 and 5681) describe archaeological testing of the site 9CH872. During our fieldwork, we discovered no archaeological sites and uncovered no archaeological cultural artifacts (see Attachment E-1c). Based on our findings, we recommend no further consultation under Section 106 Review of the National Historic Preservation Act for this proposed undertaking.
