Abstract

The proposed project would construct a parallel roadway to a portion of SR 10/US 78. The proposed project would begin approximately 430 feet north of the intersection with SR 10/US 78 and Hewatt Road, and would proceed east following the existing funeral home driveway for .10 mile before continuing on new roadway alignment for .24 mile to Parkwood Road. The project would continue east on new roadway alignment for .57 mile to Elmwood Circle and would then follow .04 mile of existing roadway to Britt Drive. The proposed length of the project is approximately .95 mile. The location of the Parkwood Road and Connector Street intersection has been realigned to be approximately 560 feet north of the SR 10/US 78 and Parkwood Road intersection. This is approximately 120 feet south of the previously proposed intersection. The proposed construction length along Parkwood Road would increase from 160 feet to 1,210 feet. The total project length along the connector street would increase from .91 mile to .95 mile as a result of the realignment of the connector street. The project termini for the connector street would not change. A short-term detour would be required on Parkwood Road to construct and modify the existing crest vertical curve. The project proposes to construct a connector street from Hewatt Road to Britt Drive in order to provide access to property owners and remove commercial traffic from US 78. The proposed project would begin approximately 430 feet north of the intersection with US 78 and Hewatt Road and would proceed east on new roadway alignment to intersect with Parkwood Road approximately 560 feet north of the US 78 intersection. Approximately 1,210 feet of improvements would be made along Parkwood Road including cutting the existing crest vertical curve to provide the recommended sight distance. The connector street would then proceed east on new location to terminate at Britt Drive approximately 720 feet north of the US 78 intersection. The total project length is approximately .95 mile. The proposed typical section would include two 11-foot travel lanes with curb and gutter and a 5-foot sidewalk on the south side of the connector street. The north side of the connector street would include a 6-foot wide urban shoulder with a visual screening wall that will be located from 120 feet east of the intersection with Hewatt Road to 45 feet west of the intersection with Parkwood Road. The proposed project is located in Gwinnett County approximately one mile west of Snellville and within the Evermore Community Improvement District (CID). Based on plans received by the client, Gresham Smith & Partners, on February 18, 2014, the proposed project contains 6.7 acres of required right of way (ROW), 6.68 acres of permanent easements, and 1.5 acres of temporary easements for driveways. Existing ROW varies between 10 meters and 13 meters from the centerline. The proposed ROW will vary between 10 meters and 20 meters from the centerline.
