GDOT Archaeological Short Form For Negative Findings: Addendum Phase I Survey of Buford Highway Pedestrian Saftey Improvements Project Phase II Archaeological Assessment of SR 13 from Afton Lane to Shallowford Terrace

Report Number

Abstract

The proposed project would provide upgraded pedestrian facilities by upgrading or adding new sidewalk along both sides of SR 13/Buford Highway, adding a raised median from 700 feet northeast of Afton Lane to Shallowford Terrace, adding pedestrian refuge islands with pedestrian hybrid beacons, upgrading handicap ramps to meet Americans with Disabilities Act (ADA) standards, and adding pedestrian lighting. In areas where sidewalk does not currently exist or is in poor condition, five-foot sidewalks would be constructed. A two-foot stamped concrete strip would be added between the curb and sidewalk where possible. The limits of the project have been extended approximately 338 feet north of the previous project limits for a total of 2.558 miles (previously 2.494 mi.). The proposed project area was previously investigated under GDOT PI 0004640 in 2006 (Jerome and Jordan 2006) and no archaeological resources were located. In 2012, changes to the project right-of-way (ROW) and easements were added and the project

was split into two phases. Phase I, extending from Lenox Road in Fulton County to approximately 700 feet northeast of Afton Lane in DeKalb County, was surveyed by GDOT archaeologists in 2013 under PI 731770 (Mustonen 2013). The proposed project area encompasses Phase II of this divided survey area, extending 700 meters northeast of Afton Lane to the intersection of Buford Highway and Shallowford Terrace. In 2016, New South Associates performed a survey of the second project phase and prepared a GDOT Short Form for Negative Findings (SFNF) (Morris 2016). This 2017 addendum SFNF is intended to address changes in the project's Area of Potential Effect (APE) as discussed below.

The addendum APE lies within the existing ROW along State Route (SR) 13/Buford Highway from Afton Lane to Shallowford Terrace in DeKalb County, Georgia. The project length is approximately 2.6 miles and existing ROW varies from 100-L 15 feet. Proposed ROW would vary from I 05- 135 feet. The GDOT Office of Environmental Services waived the survey of the extended survey corridor (ESC).

No previously recorded sites are located within the boundaries of the APE. Eight previously recorded sites have been recorded within one kilometer of the APE. Seventeen archaeological surveys have been completed within one kilometer of the APE (Table 3). The majority of these related to road improvement projects.
