Notification of Site Modifications for a Previously Submitted Telecommunications Tower Review (HP-140606-002)

Abstract

Cellco Partnership and its controlled affiliates doing business as Verizon Wireless (Verizon Wireless), are proposing to construct a telecommunication tower at the above-referenced location. Since the original submittal was sent to your office, the location of the proposed tower compound has been relocated approximately 200-feet (61 m) south of the original location. Although the location of the tower compound has changed, the access road has remained the same and consists of a paved drive in conjunction with a paved parking area. Due to the previously disturbed nature of the site, the effect determinations regarding historic resources provided in the original submittal have not changed.

The original lease area was located on a disturbed construction site within the grounds of the Hartsfield-Jackson Atlanta International Airport and a visual assessment of the site was performed and submitted to your office for review on June 3, 2014. In that culture resource assessment, it was determined that the entire direct effects APE was previously disturbed and developed beyond the potential of discovering any intact archaeological resources. With regard to visual effects, the Flat Rock Cemetery (9Cn111 ) was identified as being located within the 0.5-mile APE for visual effects. In the original submittal, Terracon determined that "based on the distance from the proposed tower and the height of the tower, the top of the tower might be visible from some areas within the cemetery. However, the entire viewshed of the cemetery has been altered by the construction of the Hartsfield-Jackson Atlanta International Airport. Based on desktop, literature, and file review no additional resources were identified within the visual effects APE after the locational modification (see attached GNAHRGIS maps). Therefore, no adverse effect is anticipated to this resource." A response was issued on June 18, 2014 indicating that your office concurred with Terracon's assessment (HP-140606-002). Although the location of the proposed tower compound has been relocated, Terracon believes that it will not alter the visual effect on the cemetery and therefore no additional work is necessary.
