Phase I Archaeological Survey of Proposed Improvements to the Intersection of Arkwright Place and Moreland Avenue in Fulton County, Georgia

Abstract

Abstract 10192.

            The proposed project would modify elements of three streets within the project corridor. These include SR42/US23/ More land Avenue at its intersections with Arkwright Place and SR 154/Memorial Drive (Figures 1- 3). State Route 42/US 23 is a five -lane urban principal arterial street that travels north/south through the City of Atlanta. Moreland Avenue consists of four 9-foot lanes with a center turn lane. Right of way is approximately 78-feet wide on Moreland Avenue based on available information.

Arkwright Place is an east/west urban local road divided by a 20-foot grassed median east of Moreland Avenue. Two-way traffic consisting on one 12-foot lane in each direction is located south of the median. North of the median on Arkwright Place there is a parallel roadway (slip lane) used for drive access and on-street parking. The slip lane is a remnant of landscape associated with a historic streetcar line. At the intersection with Moreland Avenue heading west, Arkwright Place is restricted to through and right turning movements. The northern leg of Arkwright Place is restricted to right turning movements. Based on the information available the right of way along Arkwright Place is 103 feet wide. Memorial Drive is a four-lane urban minor arterial that travels east/west. It consists of four 11-foot lanes, (two in each direction) through the intersection with Moreland Avenue. The intersection consists of a signalized crosswalk at all four legs. Right of way is estimated to be 62-feet wide.

            The area of potential effect (APE) for the proposed project includes all areas within the Environmental Survey Boundary (ESB) provided to the GDOT Office of Environmental Services by GDOT Design engineers during project concept development (Figure 2). The ESB measures 600 feet north to south on Moreland Avenue, approximately 470 feet east to west on Arkwright Place, and is designed specifically to encompass all areas of possible/foreseeable ground disturbance as a result of the current project. Figure 2 illustrates early conceptual design that should include all existing ROW, proposed ROW, and easements along the project corridor. Lastly, since the project is in its early stages of design, a 100 foot Expanded Survey Corridor (ESC) outside of the ESB was also surveyed (Figures 2 and 3).

            According to GNAHRG IS, there are no previously identified archaeological sites within one kilometer of the current project area (Figure 4).
