Abstract

P.I. 0008121 has been designed to match the typical section of this segment of Rockbridge Road (Allgood Road to Rowland Road) with the typical section of the larger widening project, GDOT P.I. 0008401 (SR 10/Memorial Drive to Stone-Mountain/Lithonia Road). The scope of work for the proposed project consists of widening Rockbridge Road from a two-lane roadway section to a three-lane roadway section from

Allgood Road to Rowland Road. The project corridor is approximately .28 miles (.45 kilometers) long. The existing travel lanes through this section of Rockbridge Road vary in width from 11 to 12 feet. The proposed travel lanes and the center auxiliary lane would be 12 feet wide. All of the work to be done would be completed along the south side of Rockbridge Road in order to maintain the existing sidewalks and bicycle lanes along the north side of the roadway. Existing right-of-way (ROW) along the south side of Rockbridge Road varies from 50 to 75 feet. The proposed ROW along the south side of the roadway would vary from 75 to 80 feet. P.I. 0012789 is a Transportation Enhancement (TE) project that was originally coded as GDOT P.I.0008121. The proposed project consists of the construction of a 4-foot bicycle lane and 12-foot wide shoulder along the south side of Rockbridge Road from Allgood Road to Rowland Road. The shoulder would include 8-inch by 30-inch type 2 curb and gutter, a 2-foot wide stamped concrete strip, ADA compliant 5-foot sidewalks, and a 30-inch wide grass strip located at the back of the sidewalk. Required ROW on the south side of the road would be .45 acres and temporary easement on the south side of the road would be .40 acres. No ROW or easements would be required on the north side of the road. Additional Project Information GDOT P.I. 0008401 and P.I. 0002906 are adjacent projects that would widen 4.2 miles of Rockbridge Road from a two-lane facility to a three-lane facility between SR 10 / Memorial Drive and Allgood Road, and between Rowland Road and Stone Mountain / Lithonia Road. The proposed P.I 0008401 project consists of the construction of a center auxiliary lane along the corridor. The proposed P.I. 0002906 project involves the construction of pedestrian facilities and bicycle lanes. Since P.I. 0008121 was programmed to begin construction prior to beginning P.I. 0008401/P.I. 0002906, GDOT determined that the typical section of Rockbridge Road from Allgood Road to Rowland Road should be constructed to match the larger widening project in order to prevent having to reconstruct this segment of Rockbridge Road once P.I. 0008401/P.I. 0002906 was underway. Therefore, the Department decided to earmark funds for the widening portion of the proposed project (P.I. 0008121) and to use the TE funds (P.I. 0012789) to construct the sidewalk and bicycle lane. Upon completion of the proposed projects, Rockbridge Road would have pedestrian and bicycle facilities on both sides of the roadway, creating a potentially safer condition for pedestrians and cyclists in the area. The addition of a center auxiliary lane would result in a potentially safer condition for motorists traveling along this segment of Rockbridge Road, and it would improve the operational efficiency of the roadway by moving turning vehicles out of the through-traffic lanes. Updated Project Description based on November 1, 2017 plans [reviewed by design November 7, 2017 to confirm waterline areas were included: Georgia Department of Transportation (GDOT) P.I. 0008121 was originally programmed as a Transportation Enhancement (TE) project that would construct sidewalks meeting Americans with Disabilities Act (ADA) design requirements, as well as a 4-foot bicycle lane, along the south side of Rockbridge Road between Allgood Road and Rowland Road. The north side of the existing roadway includes a 4-foot bike lane and 5-foot sidewalk. P.I. 0008121 – The scope of work for the proposed project now consists of an overlay and improvements to Rockbridge Road and the addition of a center turn lane (14-foot flush median) from approximately 80 feet west of the Allgood Road intersection midpoint to approximately 100 feet east of the Rowland Road intersection midpoint. The existing typical section includes two travel lanes (one in each direction) that vary in width from 11 to 12 feet, a 4-foot bicycle lane and 5-foot sidewalk along the north side of the roadway, and no median. There is also a variable width (0 to 12 feet) deceleration lane along eastbound rockbridge Road that begins at the Allgood Road intersection and extends to a point approximately .10 mile east of the intersection. The proposed typical section would include two 11-foot wide travel lanes (one in each direction), a 14-foot flush median (center turn lane), and a 16-foot wide outside shoulder along the south side of Rockbridge Road. Almost all of the work would be completed along the south side of Rockbridge Road in order to maintain the existing sidewalk and bicycle lane along the north side of the roadway. Existing ROW along the south side of Rockbridge Road varies in width from 50 to 75 feet. The proposed ROW along the south side of the roadway would vary in width from 75 to 80 feet. P.I. 0012879 – This project is a TE project that was originally coded as GDOT P.I. 0008121. The proposed project consists of the construction of a 16-foot wide outside shoulder along the south side of Rockbridge Road, including a 4-foot wide bicycle lane, 8-inch by 30-inch type two curb and gutter, a 6-foot wide sidewalk, and a 2-foot wide stamped concrete strip. Project Changes from CE plans based on November 1, 2017 plans: The proposed project has been modified to accommodate waterline improvements that were for the project area. The construction limits along with the milling and overlay limits have been extended by approximately 50 feet at the eastern and western project terminus. Areas previously proposed as required easement have been converted to required ROW. Driveway tie-ins were modified based on property owner negotiations within the previously identified required ROW and easements, except for one area of expanded driveway easement on the south side of Rockbridge Road opposite Clubhouse Drive. Milling and overlay limits have been extended along side streets to accommodate proposed waterline relocation on the side roads. The milling and overlay limits on side streets would extend a maximum of approximately 40 feet from the edge of the Rockbridge Road pavement. A required ROW miter was added in the northwest quadrant of the Rockbridge Road intersection with Spring Drive because the existing roadway was not in the existing ROW in this location. An easement miter was added in the southwest corner of the Rockbridge Road intersection with Rowland Road to better accommodate construction of a proposed retaining wall.
