Phase I Cultural Resources Survey of the Proposed DCA Site at 4712 Flat Shoals Road, Union City (Fulton County), Georgia

Abstract

Southern Research, Historic Preservation Consultants, Inc. conducted a Phase I Cultural Resource Survey of the proposed development at 4712 Flat Shoals in Union City, Georgia, to identify significant historic and archaeological resources that might be affected by the construction, maintenance, and use of any development within the tract. The 24 acre property consists of two adjoining parcels, situated approximately one mile northwest of I-85. The northern boundary of the Area of Potential Effect (APE) is Flat Shoals Road (Figures 1 and 2). The APE is residentially and commercially developed. Structures west and south of the APE are a mix of historic and modern houses.

This cultural resources survey was conducted in compliance with state and federal laws and regulations concerning the management of historic properties (i.e., archaeological sites, buildings, structures, objects, or districts listed on or eligible for the National Register of Historic Places [NRHP]) that may be affected by ground disturbing activities associated with the proposed development at 4712 Flat Shoals Road in Union City, Georgia. Compliance is administered through the regulatory programs of the US Army Corps of Engineers (33 CFR Part 325) and the Georgia Department of Natural Resources. These laws and regulations include: Section 404 of the Clean Water Act of 1948 (33 USC 1344), as amended; Archaeological Resources Protection Act (ARPA) of 1979 (93 Stat. 721, 16 USC 470aa-11) and the regulations there under (7932 CFR 229); the National Historic Preservation Act (NHPA) of 1966 (16 USC 470), as amended; and 36 CFR Part 800 (Protection of Historic Properties) of the NHPA as amended in 2004.

There were no previously recorded archaeological sites within the current survey area, and archaeologists identified one new site, 9FU755. Archaeological site 9FU755 is a prehistoric lithic scatter and will be discussed in detail in the Results portion of this report. There were no previously recorded standing structures present in the APE and several more in the project’s view-shed. The remaining chapters of this report discuss the natural and cultural setting, methods used, results of the literature review and field survey, and a summary of our recommendations.
