Abstract

Project Description: The proposed project would improve SR 92 between and at the intersections of CR 149/Antioch Rd. and CR 138/Seay Rd in Fayette County, Georgia. The proposed improvements on SR 92 would begin approximately 1000 feet (ft.) south of the existing intersection with Lockwood Rd. and would end approximately 1000 ft. north of the intersection with Seay Rd. for a proposed project length of approximately 0.5 mile. The proposed project would improve the intersections of SR 92 at Antioch Rd./Lockwood Rd. and SR 92 at Seay Rd./Harp Rd. by realigning the intersections and creating new roundabouts. The existing right-of-way (ROW) along SR 92 is 100 ft. wide, and the existing ROW along Antioch Rd., Seay Rd. and Harp Rd. is 80 ft. while the existing ROW on Lockwood Rd. is 50 ft. Side road improvements are also necessary to realign the roads for the approaches to the roundabouts. Proposed improvements on Antioch Rd. would begin at the existing intersection and extend approximately 500 ft. south. Proposed improvements on Lockwood Rd. would begin at the existing intersection and extend approximately 500 ft. east. Proposed improvements on Seay Rd. would begin at the existing intersection and extend approximately 500 ft. west. Proposed improvements on Harp Rd. would begin at the existing intersection and extend approximately 700 ft. south. Required ROW would consist of the following: varying from 0-55 ft. on SR 92, 0-55 ft. on Lockwood Rd., 0-42 ft. on Antioch Rd. and 0-30 ft. on Harp Rd. In addition, the project would require easements throughout the corridor for the construction and maintenance of drainages and utilities. Required easement widths would vary as follows: 0-80 ft. on SR 92, 0-70 ft. on Lockwood Rd., 0-22 ft. on Antioch Rd., 0-40 ft. on Harp Rd., and 0-24 ft. on Seay Rd.

Area of Potential Effect: The APE for the proposed projects would include the areas within the proposed required ROW and any easements for the proposed projects. An additional 100' wide Expanded Survey Corridor (ESC) was examined for these projects. During the addendum survey, several parcels were reinvestigated due to changes to the APE that reflected additions or reductions. These are enumerated below and some parcels are discussed specifically. The main area investigated included the portion of the project at Seay and Harp Rds. on parcel 10, owned by Gregory & Sandra Webb; in this area construction limits were reduced. In addition, easements were removed on parcels 1, 12, 13, and 17; easements were reduced on parcels 2, 4, 6, 7, 9, 10, and 16; ROW was reduced on parcel 5.

Easements were increased on parcel 3, 5, 8, 11, and 14, while driveway easements were added to parcel 6, 9, 11, 13, 15, and 16. Guardrail was added in two locations.
