Abstract

The subject project proposes to replace the existing bridge on SR 20 over Big Haynes Creek, beginning 119 feet (362.4m) west of Big Haynes Creek and ending 911 feet (277.6m) east of the bridge (see attached map). The proposed project would realign the new bridge approximately 23 feet (7.0m) south of the existing bridge. The existing 2 lane section would be widened to 24 feet (2/3.6m) travel lanes with 10 feet (30m) shoulders. Existing right-of-way varies from 98 feet (30m) along the roadway to 200 feet (61m) at the bridge. Minor amounts of additional right-of-way would be required on the south side of the project.

One resource exceeding 50 years of age was identified within the project's area of potential effect. It is discussed below with a recommendation regarding National Register of Historic Places (NRHP) eligibility made. A proposed boundary and photographs also have been appended.

The resource, McElroy's Mill, was purchased from the McElroy's by the Johnson family at the beginning of World War I. The McElroy's operated a grist mill on the property which continued under the Johnson's into the 1950's. The current legal property encompasses approximately 250 acres (101.21 hectares) including a portion of Big Haynes Creek.

According to the owner, Mr. Johnson, the mill was established in the late 1800's and continued operation into the 1950's. The original dam and overshot wheel are still intact. Also present is the foundation of the mill building and the fieldstone piers that held the wooden raceway that ran from the dam to the wheel.
