Abstract

The economic analysis commissioned by GDOT for the 10 original Fall Line Freeway alternates was undertaken by Hammer, Siler, George Associates. The analytical process called for testing each route against an array of economic factors in order to find those alignments which provided the highest likelihood for improved overall development prospects. At this stage of the project development process, it was not appropriate to detail actual economic impacts. Overall economic development potential for the Fall Line Freeway alternative routes was considered to be a mix of weighted factors; measures of accessibility and measures of economic indicators brought together as an index of potential economic benefit. This type of analysis resulted in a ranking of routes by their comparative scoring of combined economic factors. The final environmental impact study will be a decision-making tool which equally compares the alternatives under study. The EIS will include a comprehensive analysis of social, economic, environmental and engineering factors; the analysis will be determined through technical studies and public input. The cumulative results of the analyses will be the basis for a recommendation of a preferred alternative.
