Second Addendum to the Phase I Archaeological Survey of Sigman Road Improvements, Rockdale County, Georgia

Abstract

The proposed project would consist of the widening and improvements of Sigman Road (County Road [CR] 435) from east of Lester Road to Dogwood Connector in the central portion of Rockdale County, Georgia, approximately 1.5 miles north of the center of Conyers. The existing two-lane rural roadway would be widened to a four-lane divided facility, and a multi-use path would be constructed. The total length of the project is 6.26 miles and it is comprised of four separate project numbers; Pl Nos. 0013163, 0013594 (originally Pl No. 752200), 752270, and 0012886.

Sigman Road would be widened from two-lanes to four 12 foot (ft.) lanes separated by a 20 ft. raised median. The shoulders would be upgraded to urban-type with curb and gutter. The left shoulder would be widened to 21 ft. with a 10 ft. multi-use path, and the right shoulder would be widened to 16 ft. with a standard 5 ft. sidewalk. This project serves as a circumferential route around the City of Conyers to access major transportation facilities such as Interstate 20 (1-20), State Route (SR) 138 and SR 20. Sigman Road currently exists within an 80 to 100 ft. right-of-way (ROW). Improvements along Sigman Road from east of Lester Road to Dogwood Connector would be reconstructed within a proposed 100 to 136 ft. ROW. The total length of the project is 6.26 miles.

In 2015 a Phase I archaeological survey for project numbers 0013163, 752200, and 752210 was conducted by Moreland Altobelli Associates, Inc. No archaeological sites or isolated finds were identified during the survey. The total length of the survey was 6.5 miles and the survey corridor varied in width from 200-236 ft. (Mccarley 2015). In 2017 a reevaluation memo was submitted that documented the change of Pl No. 7 52200 to 0013594, and the addition of Pl No. 0012886 for multi-use trail construction (McCarley 2017). After the approval of the 2017 memo, additional improvements to the intersection of Irwin Bridge Road and Sigman Road necessitated an addendum survey. No sites or isolated finds were identified during the survey. It was approved in 2018 (Mccarley 2018).

Since that time, minor changes in ROW /easements were made to one of the proposed project numbers, Pl No. 0013594, which covers the portion of the project from Irwin Bridge Road through SR 138, along Sigman Road. In this Pl No., required ROW has increased from 10.29 acres to 10.96 acres; permanent easements have decreased from 9 .77 acres to 8.19 acres; driveway easements have increased from 0.69 acres to 1.12 acres; temporary easements have increased from 0.03 acres to 0.25 acres.
