Addendum Phase I Archaeological Resources Survey of the SR 211 Corridor from SR 124 to Pinot Noir Drive, Barrow County, Georgia – USACE Section 106 Report (SAS # 2020-00624)

Abstract

Georgia Department of Transportation Project (GDOT) PI No. 0013988 proposes to widen State Route (SR) 211 (Old Winder Highway) from City Street (CS) 1274 (Pinot Noir Drive) to SR 124 in Barrow, Gwinnett, and Hall Counties, Georgia. The proposed project would widen SR 211 from the northbound ramps of I-85 to Pinot Noir Drive from two lanes to four lanes with a median. It would also add a three-lane, new alignment roadway called Braselton Parkway for approximately 1,200 feet (ft) (366 meters [m]). The total project length measures approximately 1.2 miles (1.9 km), which includes two multi-lane roundabouts, one at the intersection with the southbound I- 85 ramps, and the other at Braselton Parkway Extension/Tour De France Drive. The existing bridge over I-85 would be restriped and a sidewalk would be added to the east side, over the existing bridge deck. There would be two proposed signals, at Pinot Noir Drive and at the Publix Supermarket at the Vineyards shopping center entrance. The United States Army Corps of Engineers (USACE) is issuing a Section 404 permit for discrete portions of the project surrounding impacted Waters of the United States (WOTUS) (Figures 1a and 1b). In 2019, Vanasse Hangen Brustlin, Inc. (VHB) conducted a Phase I Archaeological Resources Survey for PI 0013988 (Wright and Franca 2019). The Area of Potential Effects/ Expanded Survey Corridor (APE/ESC) surveyed by VHB was intended to encompass any future changes in project design.

However, recent design changes have necessitated additional archaeological survey where they either extend into the ESC and/or beyond the previous surveyed area (see Figures 1a and 1b). The USACE determined that their Scope of Analysis (SOA) for this undertaking is limited to the impacted WOTUS and the immediately adjacent uplands, as contained within a 328-ft (100-m) buffer of the impacted waters (see Figures 1a and 1b). This report covers portions of the additional survey area falling near WOTUS under the jurisdiction of the USACE, where construction limits along the SR 211/I-85 off ramp were extended south of the ramp to make additional space for staging, signage and pavement marking as well as where additional space is needed to tie in the commercial driveway for 2085 SR 211 Northwest (Bank of the Ozarks).
