Abstract

During the incident period (10/28/2020 through 10/29/2020), Hurricane Zeta deposited 2,772 Cubic Meters (3,625 Cubic Yards) of vegetative debris throughout Lumpkin County. The applicant utilized force account labor, equipment, and materials for county-wide vegetative debris removal operations. To manage the debris, a Temporary Debris Staging and Reduction Site (TDSR) (undertaking) was created at Blackburn Park Property (Lat/Long 34.451589, -84.028241) (Figure 1). Lumpkin County then created an Air Curtain Destructor (at the same location) by first excavating a pit, the dimensions being approximately 7.6 meters (m) in length by 1.2 m wide by 2.4 m deep (25 foot [ft] long by 4 ft wide by 8 ft deep.) The debris was then piled into the pit and burned (Figure 2). Ashes were spread at the location mixed in with the soil.
