In September 2021, a Phase I cultural resources survey was conducted for the Calico Park Tract development tract in Coweta County, Georgia. The approximately 124.6-acre site is located along the north side of Jenny Road, east of Interstate-85 in Grantville. The survey was conducted under subcontract with Contour Environmental, LLC (Acworth, Georgia) to determine the effects of the project on cultural resources. This cultural resources survey was required pursuant to Section 404 of the Clean Water Act (33 CFR 320-330). Under Section 106 of the National Historic Preservation Act (NHPA), 16 United States Code 470, the permitting process requires State Historic Preservation Office (SHPO) consultation regarding potential impacts of the Project on cultural resources. All activities described herein have been carried out in accordance with the stipulations of Section 106 of the NHPA (per 36 CFR Part 800, as amended through 2004) and by personnel qualified under 36 CFR Part 61. This survey report is intended to identify and document all cultural resources within the Area of Potential Effects (APE) for this proposed undertaking.
The current cultural resources survey effort includes both an archaeological and a historic architectural survey. The APE for the archaeological site impacts is the footprint of the 124.6-acre tract itself, while the APE for historic architectural resources includes both the site and its surrounding viewshed, in which the undertaking may affect the historic landscape. Investigation of the Project Area included visual inspection and shovel testing survey at 100 feet (30 meter) intervals for the identification of archaeological materials or features, as well as a windshield survey to determine historic structures within the project viewshed.
During the survey, NV5 did not identify any archaeological sites or historic properties in the APE. However, both prehistoric and historic isolated artifact finds (Isolated Finds 1 and 2) were recorded in the project tract. NV5 recommends that these artifacts are not eligible for the National Register of Historic Places (NRHP). The proposed undertaking is therefore not anticipated to have no effect on any archaeological sites or historic properties that qualify for further treatment as a historic property under Section 106 of the NHPA, and NV5 recommends the undertaking be permitted to proceed without further cultural resources investigations.
