Cultural Resources Records Review and Reconnaissance for the Rome DCA Site, Rome (Floyd County), Georgia

Abstract

Southern Research, Historic Preservation Consultants, Inc. conducted a Records Review and Reconnaissance Survey for cultural resources for the proposed Rome DCA site in Rome, Georgia. The Area of Potential Effect (APE) consists of an approximately 7-acre parcel in Floyd County. The APE is bounded on the east by Martha Berry Boulevard Northeast, on the south by Iron Street Northwest, and on the north by a railroad (Figures 1 and 2). Currently, there is a restaurant, an outbuilding, and several auxiliary structures, including a deck and several concrete block structures, within the APE. Preliminary plans call for the construction of multifamily housing, but no site plans were available at the time of this study.

This study is part of a due diligence effort on behalf of Affordable Equity Partners, Inc. to identify the potential for issues with significant cultural resources (historic buildings and archaeological sites) in or adjacent to the proposed action at the Rome DCA site in Rome, Georgia. The Department of Community Affairs Environmental Manual requires that applicants for their programs provide documentation regarding the effect the proposed project will have on significant historic buildings and archaeological sites. The review and reconnaissance was conducted early in the planning stage when it was unclear if the proposed development will have any requirement for federal permitting. This study does not meet the requirements for a Phase One Intensive Cultural Resources Survey. It does provide developers, planners and agency reviewers with an initial look at what is known about the cultural resources on a tract proposed for development.
