Cultural Resources Survey of the Proposed Csx Intermodal Atlanta Terminal Project, Fulton County, Georgia

Abstract

The cultural resource survey documented in this report was conducted prior to construction of the proposed CSX Intermodal Atlanta Terminal in Fulton County, Georgia. Portions of the project area will be directly impacted by construction of the terminal, access to and from the terminal, and, if necessary, wetland mitigation. The initial survey was conducted in the spring of 1995 by Garrow & Associates, Inc. A follow up Phase I investigation was performed on November 20, 1996, to investigate reports that historically significant resources had been missed during the 1995 study. Third and fourth visits to the project area occurred on December 11 and 16, 1996, to investigate newly acquired property and to provide the office of the Georgia State Historic Preservation Officer with more details concerning the structures that exist within the Area of Potential Effects (APE). Four archaeological sites and three isolated finds were recorded during the initial survey. One of the sites was visited dig the prehistoric era, and three were occupied in the twentieth century. The prehistoric site (9FU248) is a scatter of lithic tools, lithic debris, and ceramic sherds that is attributable to a small Lamar habitation. Limited testing on the site detected no evidence of intact deposits. The three historic sites (9FU249, 9FU250, and 9FU251) were rural occupations dating to the mid twentieth century. No intact cultural deposits or structures at these locations have survived. Since sufficient integrity or significance of content cannot be demonstrated for these resources, they are recommended ineligible for the National Register of Historic Places (NRHP). All of the isolated finds were traces of prehistoric activity in the area that cannot be associated with specific habitations. By definition, isolated finds are not eligible for listing on the NRHP. The November 20, 1996, visit documented the existence of a previously unrecorded foundation of an unknown type of structure (archaeological site 9FU269). It dates to the early twentieth century and is recommended ineligible for the NRHP. No archaeological sites were discovered during the December 11, 1996, investigation. The architectural study on December 16, 1996, resulted in the recommendation that the former Atlanta and West Point Railroad line situated in the eastern portion of the APE is eligible for listing on the NRHP under Criteria A and C. However, in the opinion of Garrow & Associates, Inc., no adverse effects to this resource will be caused by construction of the intermodal facility as currently proposed.
