Addendum to Phase I Archaeological Survey of the Proposed SR 11 Culvert Replacement, Jackson County, Georgia

Abstract

Georgia Department of Transportation (GDOT) P.I. No. 0011677, in Jackson County, Georgia, is the proposed replacement of an existing reinforced concrete box culvert carrying a tributary to the Mulberry River under SR 11. The project is located on SR 11, also called the Winder Highway, approximately 6.3 miles southwest of the City of Jefferson in Jackson County. The entire length of the project is .19 miles.

This culvert was built in 1938 when trucks were not as heavy as they are today. The three barrel reinforced concrete culvert is 50 feet long, with each barrel 10 feet high and 10 feet wide. The culvert is in poor condition with settlement cracks widening and voids forming in the roof of the culvert. Due to the poor condition of the culvert and continuous roadway impacts, replacement of this structure is required. Along with the replacement of the culvert, the existing roadway will be reconstructed to provide shoulder widths and the installation of guardrail that meet current design standards. The proposed replacement culvert would be double barreled and 10-feet wide by 12-feet high (2-feet of which is embedded for an effective size of 10-feet wide by 10-feet high). The proposed culvert would be 100 feet long and would be constructed with a culvert profile grade of 2.17 percent to allow fish passage. As a result of the removal of the existing culvert and the construction of the replacement culvert, the existing stream would be re-graded to the north and south of the culvert to match the proposed culvert profile elevation.

The original APE was provided to account for several design alternatives. The design chosen mostly fits within the original APE; however, additional ROW required for re-grading the stream extends beyond the limits of the original APE (see Figure 2). All of the new required ROW outside of the original APE was within the 100-foot ESC surveyed as part of the original Phase I survey, except for a .007 acre area that is being addressed by the current addendum survey (see Figure 2).
