Abstract

The six resources recommended eligible and potentially eligible for the NRHP have been evaluated using the criteria of effect and adverse effect in 36 CFR Part 800.9. In the opinion of Garrow & Associates, the proposed Powder Springs Parkway will have no effect on HS-18 and the eastern end of the historic district (HS-21). The proposed roadway will affect, but not adversely, HS-1 and the western end of the district. The parkway will adversely affect HS-2, HS-3, and HS-7. In the case of HS-3, the construction of the improvements will result in the physical destruction of the resource, while in the case of HS-2 and HS-7, the improvements will cause a physical loss of property and the alteration of historic setting. To mitigate the adverse effect to HS-3, it is recommended that the resource be recorded to the standards of the Historic American Buildings Survey (HABS). To mitigate the adverse effects to HS-2 and HS-7, it is recommended that the proposed improvements be relocated away from the resources or that the design of the improvements be modified.
