Abstract

The proposed project involves construction of a two-lane facility on new location north of Leesburg between US-19/SR-3 in the west and SR-195 in the east. The new facility would consist of two 12-foot travel lanes and 4-foot paved shoulders with turn lanes at intersections. Additionally, side roads would be improved and re-aligned as needed. Finally, the project would include a grade-separated crossing of the Norfolk-Southern railroad and US-19/SR 3. The project ROW as originally designed would range from 110-225 feet (55-115 ft. along each side of the proposed centerline). This configuration was previously surveyed for archaeological resources in 2010 (Valk and Windham 201 0). Revisions to the original design included the addition of five feet of new ROW along the entire corridor on both sides to allow for construction of limited access fencing, a revised easement at the railroad crossing, and a revised (expanded) ROW to 3.7 meters (12ft.) west of Smithville Road on the north side of the corridor (Attachments 1 and 2). This last revision was the only one to require additional archaeological survey. The areas requiring only 1.5 meters (5-ft.) of new ROW were judged to have been covered during the initial survey.
