Ramp Improvements on SR 400 Southbound at SR 140/Holcomb Bridge Road, Fulton County, Georgia

Abstract

The proposed project limits extend along the southbound SR 400 entrance ramp where SR 400 transitions from four lanes to three lanes and continues northward until reaching approximately 1000 feet beyond the SR 400 southbound exit ramp (Figures 1 and 2). The approximate length of the ramp work on SR 400 is approximately 5,000 feet. The proposed project limits also extend along SR 140 from the western end of the bridge over SR 400 to the intersection of Old Dogwood Road, an approximate distance of 600 feet. All work will take place within the existing right-of-way (ROW) which is 100 feet on Old Dogwood Road, varies from 140 feet to 180 feet on SR 140, and 460 feet or more on SR 400.

The project proposes to add a lane and shoulder on the western side of the SR 400 southbound exit ramp. With the additional lane, the ramp would be configured to have two left turn lanes to accommodate eastbound traffic onto Holcomb Bridge Road and two right lanes to accommodate westbound traffic onto Holcomb Bridge Road. The innermost right turn lane would tie to the northern through lane heading west on Holcomb Bridge Road. The outermost right turn lane would tie to the existing right turn only lane on Holcomb Bridge Road heading to Old Dogwood Road. In order to address an operational problem on westbound SR 140, the hatching and the concrete island at the SR 140/0id Dogwood Road intersection would be rebuilt to open up the right-turn lane from the SR 400 ramp.

The existing raised channelized island separating the westbound dual left-turn lanes and eastbound dual right-turn lanes from SR 140 would be extended and a solid white stripe would be added from the median. In addition, the paved shoulder at the entrance ramp connection to the SR 400 travel lanes would be extended. The existing grassed shoulder would be replaced with a variable width of full depth paved shoulder for nearly 0.5 mile from the Holcomb Bridge Road entrance until the ramp merges onto SR 400. The proposed width of paved area on the shoulder would vary from 0 feet to 12 feet.

The proposed project also includes modifications to four (4) southbound signs on SR 400 north of the SR 140 Holcomb Bridge Road Interchange and three (3) northbound signs on SR 400 south of the Holcomb Bridge Road Interchange. The ground disturbances associated with replacing the signs will not exceed an area 8 feet by 8 feet.
