Archaeological Assessment of the Proposed Telecommunications Site in Hawkinsville, Pulaski County, Georgia

Abstract

Subterraine, Inc performed an archaeological assessment on August 14, 2014 of the proposed project area of the Pulaski telecommunication facility located in Hawkinsville, Georgia (33.285115 N, -83.469354 W). The study was conducted for Terracon Consultants, Inc., on behalf of Cellco Partnership and its controlled affiliates doing business as Verizon Wireless, in order to locate and identify cultural resources and to assess resource significance based on National Register of Historic Places (NRHP) criteria [36CFR Part 60.4 (a-d]. This project was conducted to comply with the provisions of the Federal Communications Commission (FCC) permitting under the Nationwide Programmatic Agreement (47 CFR Part 1). In accordance with the permitting process, the survey was conducted in compliance with Section 106 of the National Historic Preservation Act (NHPA) of 1966, as amended.

The archaeological assessment included a literature review and site assessment. During the literature review, which took place on July 29, 2014, state and county maps and documents were examined to determine if previously recorded cultural resources were located in or around the project area. The archaeological assessment was conducted using surface techniques to locate and identify archaeological resources within the study area and to determine whether shovel testing was necessary given the disturbed nature of the proposed project site. The Area of Potential Effect (APE) is defined as the lease area that will be directly impacted by the construction of the Pulaski telecommunication facility.

Literature Review: Review of the Georgia Archaeological Site File, NRHP files, historic structures, and compliance report files at the Georgia Historic Preservation Division revealed that there were no previously recorded cultural resources within the project area APE for direct effects. However, there is one archaeological site (9PU115) and one survey (4987) within ½-mi (.8 km) of the project APE.

Cultural Resources Assessment: No shovel testing was implemented due to the disturbed nature of the site, and no cultural resources are observed within the project APE for direct effects.

Recommendations: No further archaeological work is recommended for the project area APE for direct effects.
