Abstract

The proposed TE project would construct a new multiuse trail from West Atlanta Street to Fairground Street via East Dixie Avenue and Larry Bell Park in the City of Marietta, Cobb County, Georgia (Figure 1a). The purpose of the project is to provide a connection for pedestrians and bicyclists between the KMCR Trail and the University Trail systems (Figure 1b). The proposed multiuse trail would consist of a 10-foot concrete trail except along East Dixie Avenue. Along East Dixie Avenue, the proposed multiuse trail would consist of restriping the existing city owned 40-foot right-of-way (ROW) for shared vehicle/bicycle access. The existing concrete curb along East Dixie Avenue would be replaced, and the existing concrete sidewalks on both sides of the roadway would be replaced with new 5-foot concrete sidewalks. Although the project is being constructed through Larry Bell Park (owned by Cobb County), no transfer of property rights (i.e., ROW or easement) is occurring as a result of this project. A de minimis finding is expected for this usage of public parkland. The proposed improvements would require converting approximately 0.68 acre of county-owned Larry Bell Park to a multiuse trail. The area that is proposed to be used for the multiuse trail currently consists of wooded and unused areas of the park, as well as a small section of existing sidewalk and grassed graded areas located adjacent to the roadways and parking lots within the park.
