Second Addendum to Phase I Archaeological Survey of the Spring Street Viaduct Replacement Project, Fulton County, Georgia

Abstract

Design changes were required to address the cost-to-cure measures requested by the General Services Administration (GSA) and to include intersection improvements at Martin Luther King Jr. Drive and Forsyth Street. Adjustments were made to drainage and paving within or adjacent to the GSA parcels on the east and west side of Spring Street between Mitchell Street and Martin Luther King Jr. Drive. Approximately .641 acre of permanent easement would be required from the lower level of the Federal Post Office Annex/Martin Luther King Jr. Building parcel located at the southeast corner of the Spring Street and Martin Luther King Jr. Drive intersection (see Figure 3). The easement would be needed for the construction of Lower Martin Luther King Jr. Drive, wall construction, utility relocation, and landscaping. Approximately .036 acre of temporary easement would be required from this same parcel, but on the upper level, for temporary fencing. Additionally, areas that were previously identified as required ROW were converted to permanent easement. On the west side of Spring Street, north of Martin Luther King Jr. Drive, approximately .15 acre of temporary easement would be required for delivery truck construction staging (see Figure 3). Activities would involve curb protection, pavement milling and overlay, pavement marking, existing guardrail demolition, and installation of concrete barriers. There would be no ground disturbance within the area of 9FU584.

Within the first stage of the project that is under construction, the temporary easement area along the lower level of Spring Street south of Wall Street was modified to provide the contractor with increased access and additional space for bridge column construction, drainage construction, construction staging and pavement overlay. This easement is within the previous coverage area. Intersection improvements at Forsyth Street and Martin Luther King Jr. Drive would include signal reconfiguration to accommodate the Martin Luther King Jr. Drive improvements. Construction activities would include the placement of ramp warning surfaces in compliance with the Americans with Disabilities Act (ADA). Traffic signal lines at this intersection would be aerial with an exception of a boring line within a full depth construction area from the signal pole in the center of Martin Luther King Jr. Drive to the pedestrian pole in the southwest corner of the intersection. The total amount of required ROW and easement has changed as a result of the cost-to-cure requirements described above. The proposed project would now require a total of approximately .09 acre of ROW, 1.21 acre of permanent easement, 1.73 acre of temporary construction easement, .12 acre of temporary fence easement, and .19 acre of temporary driveway easement.
