Abstract

The proposed project would consist of improvements to County Road (CR) 633/Glade Road from CR 605/Homestead Way to CR 384/Bartow Carver Road, in Bartow County [GDOT Project No. CSSTP-0003-00(770), P.I. No. 0003770]. The total length of the proposed project is approximately 4 miles. Glade Road is currently a two-lane rural roadway with rural shoulders. The roadway contains many horizontal and vertical curves and the intersections are stop controlled. The posted speed limit is 30 miles per hour (mph). Many of the horizontal and vertical curves do not meet minimum American Association of State Highway and Transportation Officials (AASHTO) standards for a 35 mph speed design.

The proposed project would include improvements to intersections and improvements to the horizontal and vertical sight distances. The proposed operational improvements would allow CR 633/Glade Road to operate at an acceptable level of service through the year 2030. The proposed project would also correct horizontal and vertical alignment deficiencies and bring the roadway to within AASHTO design guidelines for the appropriate speed design.

The proposed project will include the replacement of the existing Glade Road Bridge over Allatoona Lake. Glade Road currently crosses United States Army Corps of Engineers (USACE) property at Allatoona Lake at Clark Creek, approximately 1.6 miles north of Interstate (I)-75.

The following USACE facilities are in the vicinity of Glade Road at the project location and will be evaluated as part of this coordination: Allatoona Lake, Clark Creek North Campground, Clark Creek South Campground, Clark Creek South Ramp, and an Overflow Parking area (an aggregate surface lot across Glade Road from the entrance to the Clark Creek North Campground.

Proposed Project Description from FEA/FONSI (2009):

The selected alternative would widen and reconstruct Glade Road (CR 633) in Bartow County from Homestead Drive (CR 605)/Apache Drive (CR 377) to Ryan Road (CR 810)/Yacht Club Road (CR 386). These limits would include a distance of approximately 3.7 miles. The first phase of the construction [Project CSSTP-0008-00(960), P.I. Number 0008960] would improve the intersection of Glade Road with Catfish Court (CR 705), Buckhorn Trail (CR 706), and Sugar Hill Road (CR 389). The project limits for the first phase would extend from just south of Catfish Court to just north of Sugar Hill Road. The existing roadway consists of two 12-foot travel lanes (one in each direction) on approximately 60 feet of right-of-way (ROW). The proposed project would improve the roadway to meet 35 mph AASHTO design speed. This would require horizontal and vertical realignment in several areas in order to meet the speed design. A rural two-lane section would be used throughout the project limits. The proposed typical section would consist of two 12-foot travel lanes (one in each direction) with 8-foot rural shoulders (2 feet paved) on approximately 80 feet of ROW. Sidewalks and bicycle lanes were considered but would not be practical because the improvements on Glade Road would be constructed in sections based on safety priority. These sections would not be contiguous, and there would be gaps between the areas with bicycle lanes and sidewalks. However, the 8-foot wide shoulders with 2-feet of pavement would provide more area for pedestrians to move out of the roadway. Existing intersections at connecting streets would be upgraded as necessary to better accommodate access to and from these side streets. These improvements on the side streets would be limited to adjustments to grade and skew in order to provide for adequate stopping and intersection sight distances. Capacity analyses of the intersections indicate that the addition of turn lanes would not be required to provide adequate operational level of service. The project limits along the cross streets would vary up to a maximum distance of approximately 250 feet from Glade Road.

The proposed project would include the replacement of the existing 263-foot long by 27-foot wide Glade Road Bridge over Allatoona Lake. The proposed bridge would be permanently realigned approximately 90 feet east of the existing bridge location. The proposed bridge would be approximately 600 feet long and 44 feet wide to accommodate two 12-foot travel lanes with 10-foot shoulders.

Project Changes Between 2007 and 2009:

The begin point, end point, ROW and easement for P.I. Number 0008960 have been refined as the preliminary design and project staging plans have been developed. The maximum required ROW width has increased from 80 feet to 180 feet for the horizontal realignment of Glade Road to meet the 35 mph speed design and to improve sight distance.

There have been no changes to the proposed design for P.I. Number 0003770 outside of the P.I. Number 0008960 project limits.

Revised Project Description (2011, Based on FFPR Plans):

The selected alternative for P.I. Number 0003770 would widen and reconstruct Glade Road (CR 633) in Bartow County from Homestead Drive (CR 605)/Apache Drive (CR 377) to Ryan Road (CR 810)/Yacht Club Road (CR 386). These limits would include a distance of approximately 3.7 miles. The first phase of the construction, P.I. Number 0008960, would improve the intersection of Glade Road with Catfish Court (CR 705), Buckhorn Trail (CR 706), and Sugar Hill Road (CR 389). The project limits for the first phase, P.I. Number 0008960, would extend from approximately 510 feet south of Catfish Court to approximately 50 feet north of Sugar Hill Road, for a length of .227 mile. The existing roadway consists of two 12-foot travel lanes (one in each direction) on approximately 60 feet of ROW. The proposed project would improve the roadway to meet 35 mph American Association of State Highway and Transportation Officials (AASHTO) design speed. This would require horizontal and vertical realignment in several areas in order to meet the speed design. A rural 2-lane section would be used throughout the project limits. The proposed typical section would consist of two 12-foot travel lanes (one in each direction) with 8-foot rural shoulders (2 feet paved) on ROW varying from 80 feet to 180 feet in width. Second Revised Project Description (2015):

The selected alternative for P.I. No. 0003770 would widen and reconstruct Glade Road (CR 633) in Bartow County from Homestead Drive (CR 605)/Apache Drive (CR 377) to Ryan Road (CR 810)/Yacht Club Road (CR 386). These limits would include a distance of approximately 3.7 miles. The existing roadway consists of two 12-foot travel lanes (one in each direction) on approximately 60 feet of ROW. The proposed project would improve the roadway to meet 35 mile per hour (mph) American Association of State Highway and Transportation Officials (AASHTO) design speed. This would require horizontal and vertical realignment in several areas in order to meet the speed design. A rural two-lane section would be used throughout the project limits. The proposed typical section would consist of two 12-foot travel lanes (one in each direction) with an eight-foot rural shoulder (two feet paved) on the west side and a 14-foot rural shoulder with two-feet paved and a 5-foot sidewalk on the east side. The proposed ROW width would be approximately 80 feet. Easements up to a maximum of 110 feet in width would be required along both side of Glade Road. Driveway easements extending a maximum of 40 feet beyond the ROW or easements would also be required. An additional easement of approximately 5.7 acres would be required from within the USACE property. Existing intersections at connecting streets would be upgraded as necessary to better accommodate access to and from these side streets. These improvements on the side streets would be limited to adjustments to grade and skew in order to provide for adequate stopping and intersection sight distances. Capacity analyses of the intersections indicate that the addition of turn lanes would not be required to provide adequate operational level of service. The project limits along the cross streets would vary up to a maximum distance of approximately 250 feet from Glade Road.

The next phase scheduled for construction, P.I. No. 0012599, would improve a 2,200-foot section of Glade Road from Wildflower Trail (CR 786), just north of Clark Circle (CR 708), to just north of Camp Drive.

Second Revised Project Changes Between 2011 and 2015:

The previous phase of the project, P.I. No. 0008960 [Project CSSTP-0008-00(960)] from approximately 510 feet south of Catfish Court to 50 feet north of Sugar Hill Road, has been constructed.

P.I. numbers and project limits have been identified for the next two phases to be constructed, PI No. 0012599 and P.I. No. 0013321. A 5-foot sidewalk would be included within a 14-foot shoulder on the east side of Glade Road for PI Nos. 0012599 and 0013321. Easements have been added for the construction activities and drainage improvements within P.I. Nos. 0012599 and 0013321.

The proposed width of the shoulders on the Glade Road Bridge over Allatoona Lake, within the limits of P.I. No. 0013321, has been reduced from 10 feet to 8 feet to match the Department’s policy on bridge widths. This resulted in a 4-foot reduction in the overall bridge width. The proposed bridge would now be approximately 600 feet long and 40 feet wide.

Sidewalks had not previously been proposed; however, based upon continued evidence of pedestrian use and construction of the Allatoona Community Center on Glade Road, the local government has decided to include a sidewalk in future phases of construction. No design work has taken place for sidewalks outside the limits of P.I. Nos. 0012599 and 0013321. There have been no changes to the proposed design for P.I. No. 0003770 outside of the project limits for P.I. Nos. 0012599 and 0013321.
