Abstract

Proposed improvements vary along each of the streets within the project limits. Generally, proposed improvements include new and improved sidewalks, bike lanes, streetscape amenities including benches, trash receptacles, arbors, fencing, lighting, and upgrades to pedestrian crosswalks. All pedestrian improvements would be in compliance with ADA requirements. Road widening is not proposed as part of the project, however milling and overlay would occur to streets within the project limits. Existing parking configuration would be upgraded and improved, new traffic signal equipment and signal poles would be installed at existing signalized intersections. Two improved pedestrian crossings over the CSX railroad are proposed at Mell Street and Market Street.

Changes to the project include an increase in required ROW for the project from approximately .49 acre of additional ROW to .685 acre of additional ROW. Changes to the project also include a decrease in required temporary easement for the project from approximately 1.2 acres of temporary easement to 1.049 acres of temporary easement. These changes are a result of ROW negotiation and design refinements. The only other change is a shift in alignment to the south of the boardwalk within Milam Park. The alignment was shifted a maximum of approximately 14 feet to the south to minimize impacts to streams and buffers, and avoid impacts to an existing stone retaining wall.
