Addendum to Phase I Archaeological Survey for the West Winder Bypass, Barrow County, Georgia

Abstract

GT Hill Planners Corporation prepared this addendum report because of changes to the preferred alternative for the proposed West Winder Bypass. This report deals only with design changes that were made since the 2011 approval of the original phase I archaeological report. The purpose of this addendum and survey is to bring the proposed changes into compliance with Section 106 of the National Historic Preservation Act by identifying archaeological resources and making recommendations concerning their eligibility for listing on the National Register of Historic Places (NRHP). Recent modifications to the preferred alternative have occurred in five locations. Area 1: The proposed bypass was shifted to pass south of the Barrow County Courthouse and Detention Center and on to the existing ROW of Barrow Park Drive before tying into Thompson Mill Road/SR 211. Area 2: The realignment of the Kilcrease Road/Bill Rutledge Road intersection was modified to shift the required ROW from north of the existing intersection to south of the existing intersection. Area 3: The proposed West Winder Bypass was shifted west to avoid much of the area behind the Johns Manville plant. Area 4: The proposed interchange at SR 316 was shifted east. Area 5: The proposed realignment of Matthews School Road with Atlanta Highway was shifted west. The APE for this project is defined as the additional right-of-way required for design modifications of the preferred alternative that were not previously surveyed. One archaeological site and no isolated finds were found within the APE of this project. Site 9BW117 was also evaluated under Criterion D and does not appear to have the potential to yield important historical information. Site 9BW92 is not recommended eligible for the NRHP. No further archaeological testing is recommended at this time.
