Abstract

Located approximately 7 miles northwest of the City of Savannah in Chatham County, Georgia, Project CSMLP-0008-00(276) will involve widening of both Gulfstream Road and Robert B. Miller Road including improvement of the intersection. The purpose of the project is to improve traffic operations and reduce crash frequency and severity of both Gulfstream Road and Robert B. Miller Road. This project will start 575 feet west of the existing intersection of Gulfstream Road and Robert B. Miller Road and continue easterly along Gulfstream Road for a distance of 4200 feet to a point 3625 feet east of the existing intersection with Robert B. Miller Road. Begin and end mile point on Gulfstream Road is 0.25 and 1.05 respectively. On Robert B. Miller Road, the project will begin 2994 feet south of the existing intersection of Gulfstream Road and Robert B. Miller Road and continue northerly along Robert B. Miller Road up to the intersection. Begin and end mile point on Robeti B. Miller Road is 0.57 and 0.00 respectively. The existing ROW along Gulfstream Road is 100 feet wide. The proposed ROW would remain 100 feet wide. The total project length on Gulfstream Road is 0.8 mile. Existing ROW on Robert B. Miller Road varies from 75 to 79 feet wide. The proposed ROW would vary from 100 to 115 feet wide. The total project length on Robeti B. Miller Road is 0.57 mile.

The project proposes that Gulfstream Road will be widened to a three lane road with one 12-foot travel lane in each direction, separated by a 14-foot two way turn lane, with 6- foot paved outside shoulders. The intersection of Gulfstream Road and Robert B. Miller Road includes addition of an exclusive left-turn lane to westbound approach of Gulfstream Road and the extension of the existing exclusive right-turn lane on eastbound approach of Gulfstream Road. Robert B. Miller Road will be widened at the intersection with Gulfstream by convetiing of the existing northbound lane to an exclusive left-turn lane and the addition of an exclusive right-turn lane to northbound approach of Robert B. Miller Road. Additionally, roundabouts will be added at two of the driveways along Robert B. Miller Road, the North entrance driveway to the Gulfstream facility and the South entrance driveway to the Gulfstream facility, near Bouy Hall Howard Enterprises, to allow for left turn movements and flowing traffic and reducing the frequency and severity of crashes. The roadway between the two roundabouts will be widened to accommodate an exclusive 12-foot left turn lane for northbound traffic and an exclusive 12-foot right turn lane for southbound traffic into the central driveway. This will allow for traffic to continue flowing in the general travel lanes in the presence of a vehicle making a turning movement, and will reduce congestion and crashes at this driveway. Robert B. Miller Road will consist of 12-foot travel lanes with 6-foot paved outside shoulders. The design speed of Gulfstream Road and Robert B. Miller Road will be 35 mph and 40 mph respectively.
